The answer is revealed to be the 9th-grade civil servant holding a clipboard. Even when megacorporations try to run amok with massive wealth and unchecked technology, they are stopped not by hackers or revolutionaries, but by endless paperwork. The civil servant is shown measuring the cyborg's illegal modifications with a tape measure and slapping "Usage Prohibited" and "Illegal Modification" stickers on its shoulder-mounted missile launcher.  The cyborg is then seen looking utterly defeated while holding an administrative document as corporate executives behind it despair. The narrative explains this slow, frustrating, and boring system as 'Bureaucracy.' Despite its tediousness, this administrative delay acts as humanity's greatest brake, slowing down technology so it doesn't swallow humanity whole. The cyborg is shown waiting in a long line with ordinary citizens, with a waiting counter showing "421 people ahead." The final panels show the cyborg tied up in chains labeled "Correction Order" and "Inspection Failure," while reading a public notice board. The comic concludes with a peaceful sunset view of a city street, noting that while reality isn't as thrilling as a sci-fi movie, it is a relief that bureaucracy keeps the world safe and grounded.
